How do you restrict an account on a pc so it can only view certain ( actually just 1 ) website?

there's software you can buy for it on the internet
i'm sure if you only want to allow 1 website there must be an easier and free way though

    are they proficient on computers?

Set up the new user's account with a proxy (anything will do, just make up an IP and Port) under Internet Options>Connections>LAN Settings

Then click advanced and type in the site under the exceptions box

I think you can disable the rights to the connection tab from the control panel. set them as a restricted user.
