40hp more tops, where did you make that calculation. Seb2 averages around 160 these days, seb4 with gt25r averages 210-220. So that's an average of 50-60bhp increase straight away.
Personally, having had both setups. I prefer the seb2 setup. But I find neither expensive to run, fuel wise. Seb4 is fun tho

I'd stay seb0, for all the money, time, reliability and lag, it's just not worth it in my opinion.
Roads around my way are all 30-40mph limited, with a laggy seb4 setup is never see any boost, let alone full boost.
But I guess for all the London lads that have the never ending M25 on their door step is another story.
if its a road car then seb 2 is probably the best possible set up.
if its used for track/drag racing then go seb 4+
