Ok try this:
1) Change the bios battery (for peace of mind) Be aware there are a few of similar design, but different numbers so get the correct one.
2) Remove the power switch from the motherboard, then using a magnifying glass, find the correct jumper position (it will be marked)* for it, and replace it.
3) Remove all cd drives, hdd's, pci cards (basically all ancillaries ecxept the vga and power from PSU) from the motherboard.
4) Turn it on.
5) If it works (after setting bios settings), repeat stage 4, and reconnect the cd drive.
6) Again, turn it on.
7) Again, if it works, then reattach the hdd, and turn it on, see if it boots.
8) If it works, reconnect all pci cards and restart.
