I would re format as you will still have win 98 settings with XP which can lead to problems, as I tried this once.

You will not need a boot disk, if you are running XP from a re formatted hard drive,
go into the bios and change your startup from detecting a floppy disk drive to cd-rom, save & exit.
Load cd, and on start up, the first screen after (press del to enter bios) it will read the cd and tell you to press space to continue reading the disc and start installing XP.

You will then need to delete the partition
    create a new partition
(this makes sure everything is wiped off, and no going back)

Having windows 98 on your pc can change the next screen, it should say
Format using NTFS [quick] - this is quick format mode
Format using NTFS - takes longer but I would recommend as you may still have some win 98 settings that the quick mode may not entirely get rid of.
    You may also get
Format using FAT32 - which is the file system for win 98

then it's straight forward from there.

this is just a rough guide, some of the wording is not entirely accurate, but is somewhere near what it says during installation.

NO way should you be getting 65-70 minutes remaining.
40 mins max for a pc with that spec, and even that changes to 15 towards the ending of installation, and goes down much faster than, more like 5 minutes.
    I think it's XP conflicting with 98, and that's why it's freezing.
