Basically the problem is we have 4 accounts on the PC, and since setting up the wirless broadband for the laptop and PC, only one account can gain access to the internet on the PC, the other 3 receive a 403 error message

make sure that each user's internet explorer is set as follows
tools> internet options> connections (tab)> LAN settings> check the 'automatically detect settings' box.
also make sure the 'never dial a connection' box is also checked on the commections panel

Give us some info on your Router make/model so we can give you some deteiled instructions.
Basic thing you have to check on your router configuration utility is the access settings. Maybe you have permitted access to the laptop only either by mac address filtering or ip filtering. You have to check and make sure that you haven't denied access to the rest of the computers on your network. Give it a try and let us know.
