lol dude have you got Photoshop or Paintshop or Microsoft Photo Editor or ACDSee? If not do a search on Google for "free image editing software" or something. If so, find the "Resize Picture" tool somewhere in the menu and you should be able to specify the size you want the image to be in pixels.

Load it up on photobucket, then resize from there
Yes just link to an off site server and let them take the bandwidth.
Or if you're running XP download this:

Install.
Right click on picture.
Resize.
