'Cutting Up' MP3's

Best way I can describe it. I want a certain part of a song as my ringtone, but it's in the middle of the song.
Are there any d/loadable programmes that enable you to 'cut up' mp3's and store them as seperate mp3's?

Ahhh yes i imagine i would have this problem if i downloaded albums as one big block.

I would probably use music cutter if i was going to do this
