This maybe the case when the car is a Saxo, Fiesta or equivilent with 20 inch chromes and enough filler that it will never actually get driven. With this car its probably used for track days and other similar events. It looks by no means that the car is a Garage queen and i bet it gets a good thrashing. Come to think of it the car wont even be road legal. Tinted front lights, tinted front window and its probably running slicks.

Its 'Phat', trailored or not
