Mine is silver Kyle (see sig), but when I've been buying projects it's the flat/solid Red ones I have seen to be experiencing peeling lacquer on tops of bumpers. Think there was even one with a bonnet peeling, was not red flakes coming off for certain.
If red comes off onto the pad/cloth/whatever you're using to polish the paint with, it means that it is single stage paint
all fiat/alfa reds are single stage, any that you come across that have been clear coated is from repair.

Earlier Fiats such as Puntos yes, but Alfa GTV's and Fiat Coupes for example were lacquered

If I'm understanding you right and it's just rust thats stuck in the fibres of a carpet, then a nail brush and a vac would be your best bet..

Yeah well back when the old leaky white roof was on the windows leaked and the metal subframes that were sat in their rusted a bit to the carpet. So when i picked them off thier was a rectangle patch of rust in the carpet.
