Nope, hes got a revlimit front, basically just a smoothed in puntosports splitter.

How did he get it to a 1900 I thought they only did them in the 1600 1800 and 2000

The matt black punto have a CADAMURO front front splitter.

The fog lights are standart.
Think only UK have no dark front lights and fog lights.
