Could well be, when I was on broadband in Sofija, recently, I couldn't access my primary U.K. ISP's news server. I can't even do that from my "other" ISP's broadband connection here at home in the U.K., so you're not the only one to suffer from weird IP address range limits on access. You probably need to find a proxy server you can use which can give you access.
