To my knowledge the spec is all exactly the same, so why one is 5mm taller I don't know; not noticed it before and I've seen a few Euro 3 engines (I own a Euro 2).
The engines are the same.
The only real differences are in the exhaust manifold and throttle body.
Euro 2's also have an expansion tank overflow chamber behind the arch liner.
There are 2-3 people with it fitted.
You need to get management to do it (Obviously) so the price is higher.
The engines are newer and sought after so they're about 4 times the amount to buy...

There is always some variance in the sizes due to tolerance in manufacture and use of the hub lips and wheels. 40mm should be more than long enough to do the job, 28mm's are standard length alloy...
Did you mount them fully into the wheel centre bore? Sometimes there is buildup which means the hubcentric doesn't sit flush, which it needs to. Although the bolts will normally pull it in anyway....
