ok let me put this in a simpler way im into keeping my car extremly clean and looking mint.
Rubber block on a drill a.k.a pinstripe removal tool
The best way to do it is to use autoglym's intensive tar remover, you can get it from halfords or any good motorfactors, if there are 'clumps' so to speak of the tigerseal you will need to apply the tar remover and leave it to soak for 10 minutes but if we are just talkin about a thin layer on top of the paint just apply the tar remover to a cloth, or towel as i used and a bit of elbow grease does the trick. Can take a while on stubborn parts though...
i use black diamond bug and tar remover, has never failed me
brake cleaner will remove it instantly
